Cleaning in Progress !!

I saw a funny scene that laugh my ass off at dataran pahlawan yesterday.
Okay ... it was just a cleaning in progress signboard that placed in the middle of the shopping complex,only one thing i was confused about?!?? Can anyone explain to me ???
